This is a professional position involving the implementation of the PA Clean Streams Law, Chapter 102 Erosion and Sediment Control Regulations and Chapter 92, the National Pollutant Discharge Elimination System Permit (NPDES) for Stormwater from Construction Activities. This position reviews and approves NPDES permits and erosion control plans for large and small earth disturbance activities such as shopping malls, residential subdivisions, single lot construction, offices etc. in order to protect public safety and prevent sediment pollution to the Waters of the Commonwealth within York County.
The primary purpose of this position is to assist the Conservation District in performing duties delegated by the PA Department of Environmental Protection regarding Soil Erosion and Sedimentation (E&S) Control in York County as well as other natural resource related programs of the District including environmental education, stormwater management and water quality management. This position functions with considerably more independence and enforcement discretion than the Engineering Technician I position. To perform the duties of this position occasional evenings, overnight travel and weekends will be required. An employee in this position performs a variety of duties to insure compliance with the rules and regulations of the Commonwealth’s Chapter 102 and Chapter 92 NPDES permit regulations as delegated by the PA Department of Environmental Protection (DEP). Work involves review and approval of Erosion Control Plans; conducting completeness reviews of Post-Construction Stormwater Management (PCSM) plans, processing General NPDES Permits; conducting site meetings with contractors, developers, engineers, builders, loggers, foresters, private landowners, agricultural operators, and local, state, and federal agency officials; conducting site inspections; investigating complaints to determine compliance with the rules and regulations; documenting violations on electronic DEP Earth Disturbance Inspection reports while exhausting efforts to obtain voluntary compliance. Compile and develop documentation for Level III enforcement cases and enforcement case referrals to PA DEP when efforts at voluntary compliance have been exhausted. Work is assigned in the form of goals, objectives and priorities and the employee exercises considerable freedom in scheduling and completing work. This position supports other natural resource related programs of the conservation district including environmental education, stormwater management, watershed protection and water quality management.

The general duties of the Watershed Restoration Specialist are to provide design support for stream rehabilitation and restoration projects that will improve the quality and quantity of the Commonwealth’s surface and groundwater resources. The focus of this work relates to watershed assessment, design, and monitoring, procurement of funding, technical assistance, education, and outreach. The Watershed Restoration Specialist is under the direct supervision of the Watershed Specialist and is accountable to the Conservation District Manager & Board of Directors.
