The York County Conservation District reviews E&S plans and applications for NPDES permits regarding earth disturbance activities associated with construction projects. Please click here to determine if an E&S plan or NPDES permit is required for your project and whether District review and approval of the E&S plan is required.
All E&S Plan and NPDES permit applications being submitted to the District for review must include a completed Application for District Services and appropriate fees as outlined below in the fee schedule.
The following earth disturbance activities do not require an NPDES permit; however, a written E&S plan should be developed and implemented:
Commercial/Industrial Projects (less than 1 acre of earth disturbance)
Residential Projects (less than 1 acre of earth disturbance)
Timber Harvests
Chapter 105 General Permits
Agricultural Clearing and Grubbing
Spoil & Borrow Sites (less than 1 acre of disturbance)
Construction projects totaling one acre or more of earth disturbance over the life of the project require coverage under an NPDES permit. See page 2 of the Notice of Intent (NOI) Form to determine if your project is eligible for coverage under the General NPDES Permit.

Voluntary Streamlined Plan Review Process
If you are interested in expediting your General NPDES Permit review timeline, please contact the assigned technician to schedule an onsite pre-application meeting to begin the Voluntary Streamlined Plan Review Process.
Construction projects totaling one acre or more of earth disturbance over the life of the project that are not eligible for coverage under the General NPDES Permit should submit an application for an Individual NPDES Permit.
