ACAP Funding to Farmers for Ag BMPs

The Agricultural Conservation Assistance Program (ACAP) is now available through the York County Conservation District (YCCD).

The ACAP grant provides financial and technical assistance for the implementation of best management practices (BMPs) on agricultural operations in Pennsylvania.

Requirements for Agricultural Conservation Assistance Program (ACAP)

  • Proposed BMPs must be in a plan (Conservation plan, Ag Erosion and Sediment Control plan, Manure Management plan, Nutrient Management plan).
  • The goal of ACAP is to fund BMPs that will reduce loss of nitrogen, phosphorus, and /or sediment (through water runoff or water percolation).
  • All BMPs receiving ACAP funds must be installed in accordance with the standards and specifications found in the PA Tech Guide.
  • All potential ACAP projects must go through a ranking and YCCD Board approval process.
  • Projects are cost-shared at 90% of the eligible construction cost. Additionally, project engineering cost can also be cost-shared.
  • Cost-share limit for any one project is $500,000, and an individual cannot receive more than $500,000 in any given year.
  • Prevailing wage must be paid for projects over $25,000.
  • Applicants are required to obtain multiple estimates for projects that cost between $10,000 to $250,000. Applicants are required to advertise and obtain sealed bids for projects in excess of $250,000.
  • ACAP is a reimbursement program. Applicants are reimbursed at the completion of the project.
